Dr. Sanjeev Kumar whose Poplar Avenue Clinic Women’s Health and Med Spa was raided in 2024, almost a year prior to his arrest, was indicted on charges that include performing unnecessary procedures, reusing disposable materials, fraudulently billing Medicare and Medicaid, and enticing individuals across state lines for illicit sexual activity.
Now Kumar claims that he did not coerce at least four women to cross state lines between March 2023 and June 2024 with the purpose of performing one or more sex acts that violate Tennessee law.
In court documents that were filed at the end of June, the East Memphis doctor wants all counts having to do with sexual activity or coercion to be dismissed.
Kumar’s counsel argues that the original charges do not allege that any conduct was done in the pursuit of sexual pleasure, and therefore the conduct charged in Counts 1 through 4 is not prohibited. The motion states that “sexual activity” must involve sexual gratification.

The courts have so far reviewed 11,000 pages of medical records from Kumar’s office and a new indictment filed on June 26, 2025, has Kumar facing an additional 13 federal charges beyond the original 23 from March. His trial is set for early September.
A year after the raid on Kumar’s clinic by the FBI, TBI, and U.S. Department of Health and Human Services Office of the Inspector General, Kumar was allowed to reopen providing he follow strict conditions issued by the court.
Kumar’s attorneys argued that the public’s need for his expertise in providing very specific surgeries outweighed “alleged and unsubstantiated” claims against him.
Patient visits were allowed to resume but a judge stipulated that Kumar is not allowed to examine minors unless authorized by the courts to do so. Among other requirements, multi-use devices must be used during procedures and all office exams must be chaperoned.
If convicted on just the original 23 counts in the first indictment, Kumar is looking at a possible sentence of up to 307 years in a federal prison with zero chance for parole.

At the time of Kumar’s arrest, the FBI asked potential victims to complete a questionnaire on their website in order to connect them with agents. Over 200 individuals have since come forward with complaints.
The day before Kumar’s motion to dismiss was filed, a superseding indictment was entered with all 36 federal charges against him.
He is now accused of travel to engage in illegal sex acts – 4 counts, adulteration of single-use devices – 11 counts, misbranding of reprocessed single-use devices – 9 counts, adulteration of hysteroscopes – 2 counts, and Health Care Fraud – 10 counts.
According to court documents from June 23rd, 2025, Dr. Matt McDonald, a gynecologic oncologist, provided testimony that Kumar conducted at 100 hysteroscopies that were not needed.
