A resolution banning statewide property tax in Tennessee is advancing in the House, after receiving a 12 to 0 vote in the House Finance, Ways, and Means Subcommittee on Wednesday.

House Joint Resolution 0002 (HJR0002) was referred to the House Finance, Ways, and Means Committee after the bipartisan and unanimous vote.
The state relies primarily on sales tax for its primary source of funding and has not enforced a statewide property tax in over 75 years, however the Tennessee constitution allows for the legislature to reinstate it with just one bill.
Sponsored by Representative Tandy Darby (R-Greenfield-District 97), the HJR0002 would amend the state constitution so as to restrict the General Assembly from allowing a statewide property tax in Tennessee.
During last year’s legislative session, the General Assembly passed a joint resolution that laid the foundation for HJR0002 and the companion Senate Joint Resolution 0001.
Should the resolution pass with a two-thirds majority in both chambers during the 2025 legislative session, the constitutional amendment could be placed on the 2026 state ballot.
SJR0001, sponsored by Senator Ferrell Haile (R-Gallatin-District 18), passed on the Senate floor on March 26th, 2025 in a 26 to 5 vote along party lines.
